When do you request Greater Solidarity?

On April 17, 2020, French President Emmanuel Macron should have spoken of the unprecedented act of solidarity working with the member states during the COVID-19 pandemic. But French President Emmanuel Macron warned that the European Union is facing "a Moment of truth" with the COVID-19 pandemic, expressing the member states need to have greater solidarity.
It is clear during the beginning of the pandemic that Italy and then Spain were left to deal with the pandemic that came into their borders. Help was not near, in fact, from what I read, two countries that did help really were not in a great position to help, but they did. The sad thing is these two countries were not part of the member states of the European Union.
Another sad thing is why now, on April 17, did French President Emmanuel Macron warn of the "Moment of truth." His presentation is centered not around the fact that thousands are dying. They already died. His presentation is centered around the economic situation at hand.
So you don't rally an unprecedented act of solidarity due to the fact that human lives are being lost due to a pandemic that takes away life, forever. You rally an unprecedented act of solidarity due to the fact that the economy is in great trouble.
We have all learned a lot in our lives about priorities, any person driving a developed county would have a number of advisors about him or her to ensure that words to the public are clear and the message sent is pointed. What is the message with French President Emmanuel Macron in this endeavor to request greater solidarity? And at that, it is interesting that if the death of human life can not motivate solidarity in the member states, hopefully, money and monetary value can.
The strength and or the lack of strength of the European Union is clear. When it comes down to "a moment of truth," it has obviously utterly failed.
The United Kingdom has made a decision some months back that in clear assessment, the citizens could not see the value of being one with the membered states. They voted, and they acted. A move that has cost them millions, or did it.
In the coming days, it will be very interesting to see the member states rally to the call of French President Emmanuel Macron. To see how the oneness of the group is strengthened will be great. An in the unlikely event that it does not and the membered states are only the poorest of them, and we could understand why they endeavored to be part of such a strong house of players.
Here in Ukraine, a large part of the citizens between 45-51% desire to be part of this membered states that will help them in times like these - won't it!
